Crash when not loaded PsiPred and GOR4 plugins

Steps to reproduce:
1) Unload PsiPred and GOR4 plugins
2) Reopen UGENE
3) Open any protein sequence
4) Open Secondary Structrure Prediction dialog
Expected state: No any prediction algorithm
5) Click Start Prediction button
Current state: program crashed
Expected state: Showed dialog about no any algorithms.
