In the current UGENE version an annotation can be edited by selecting "Rename item" in the annotation context menu. The dialog allows editing the annotation name and location.
From the other hand, there are a lot of other options in the annotation creation dialog.
Rename the "Rename item" menu to "Annotation" and move it to "Edit" menu in the Sequence View.
When the item is selected, the opened dialog should look the same as annotation creation dialog. The behavior of all options should also be the same.
