"Write annotations" WD element merged all annotation tables into one table for GenBank format

      Description

      "Write annotation" WD element can save input annotation tables into different files, into one file without merging or into one file with merging into one annotation table.
      Currently, the behavior depends on the output format. So, annotation table for GenBank format will be merged into one annotation table, which can be incorrect.
      Define the correct behavior and implement it.
      Be careful: some formats can't store several annotation tables.
