Java architecture is not detected if java is already valid

      Description

      On the first UGENE launch java is searched and validated. If it is valid, its architecture is detected. SnpEff max available memory depends on the java architecture, it can't be greater than 1212 Mb with x32 java.
      But if java is already validated, then the architecture is not detected and it is set to x32 by default. So snpEff is limited with 1212 Mb of RAM, even there are several Gbs available for UGENE.
      Detect java architecture on every UGENE launch or just save it to the settings file.
