Settings for the editing mode in the Sequence View

      Description

      Currently all sequence editing options are located in dialogs (Replace, Insert, Delete subsequence). The dialogs define what to do with annotations and region qualifiers. Also one can save edited sequence to a new file.

      Decide the settings destiny after UGENE-5821 is done.
      Options: dialog, "online" questions, options panel or something else.
