Add a validator for CLARK based on the reference DB size

      Description

      See a scenario in UGENE-6244. CLARK finishes with an error in version 1.31, but it is not clear.

      It may be possible to estimate RAM required for CLARK execution based on the size of a reference database.

      If it is possible indeed, add a validation step for the CLARK workflow element. I.e. warn a user before the workflow execution.
