SAFE_POINT triggers on reloading file with annotaitons

Scenario to reproduce:

1. Open "data/samples/FASTA/human_T1.fa".
2. Open "data/samples/Genbank/murine.gb".
3. Drag and drop annotations object to the human_T1 sequence.
4. Edit "murine.gb" file with an external editor.
   Expected state: UGENE offers to reload the changed file.
5. Agree to reload the file.
   Expected state: the file is reloaded, annotations object still have an association with human_T1 sequence (if annotations object exists and has the same name as before reloading), there is no errors in the log.
   Current state: a SAFE_POINT triggers: "Invalid annotation table ref count"
