"Edit > Annotation" item sometimes is not available

Scenario:

1. Start UGENE.
2. Open a sequence.
3. Click on an annotation.
4. Right-click on the annotation.
   Expected result: a context menu is shown, there is item "Annotation" in the "Edit" menu.
   Current result: the "Annotation" item is hidden.

Note that the item may appear if the annotation in the Annotations Editor is selected, double-clicked, etc.
