An assertion when setting new origin of circular sequence twice

      Description

      Scenario:

      1. Open “_common_data\genbank\pBR322”.
      2. Select "Edit > Set new sequence origin" in the context menu.
      3. Set "3692" as the "New origin" value and click "OK".
      4. Select again "Edit > Set new sequence origin".
      5. Set "3692" as the "New origin" value and click "OK".
        Actual result: an assertion is triggered.

      The reason of the assert is hidden in the annotation of the "comment" group, so all annotations except this one could be deleted and the problem still will be reproducible.
