"Create a desktop shortcut" item in the main "Help" menu

      Description

      Add item "Create a desktop shortcut" to the "Help" main menu. It should be located above the "Open Start Page" and separated with lines from the items above and below, e.g. in packages installed with online installers:

      • Open UGENE user manual
      • View UGENE documentation online
      • Visit UGENE web site
      • ---------------------------
      • Check for updates...
      • Add, update, or remove UGENE components...
      • ---------------------------
      • Create a desktop shortcut
      • ---------------------------
      • Open Start Page

      The item should be present in ALL packages on Windows, macOS, and Linux.

      When the item is selected, an icon on a user's desktop should be created similarly to UGENE-6769.
